Green Belt - Green Infrastructure Corridor - Site of HA23 now HA24
Waste Water Treatment Works - Capacity issues
Drainage - Sewers and Storm water - Flooding and Pollution
SPZ - Environment Agency. Groundwater Protection Zone.(Zone 3 Total Catchment Area)HA22 and bordering HA23 now HA24
The above are all Environs around this sensitive environmental area that need consideration and full assessments as stated in the Local Plan Policies 2015

Ref: Policies within the Local Plan, National Planning Policy Framework, (NPPF) and National Planning Practice Guidance notes(NPPG) Policies.
The current Green Space Audit states Filey to have a 300% over provision of green space. SO why has area OS10 been allocated by SBC as new open space ? it is not necessary.
The Green Space Audit states the country park should be protected , yet the forward planning officers seem to think moving town development limits would be OK? I think you call that contradictory.
Residents have noted in the Objection reports that the Forward Planning Officers have not answered all the Questions
in the Housing Land Selection Methodology Assessment (HLSMA) fully with supporting assessments .
What is the point in having an assessment paper when questions at this stage are NOT answered fully and correctly?
Therefore the HLSMA assessment is not Legally Compliant, Sound or Justified.
If the Local Plan is passed as it stands ,
We question will there be no opportunity to back track on the HLSMA assessment paper in the future.
IE: at planning application. This will probably be an appropriate time to challenge.
Example: The HLSMA assessment asks the question "does the land flood"
The HLSMA assessment answer is "environment agency flood zone 1 (as it ignores the Strategic Flood Risk Assessment , Which it should include, ref NPPF policy 100 and 101.) - but flooding is a problem in Filey, therefore this will be looked at in detail at the planning application stage"
So do NOT actually do any assessment themselves, or use common sense, or use local knowledge. Hmmm!
Based on the HLSMA assessment the site is allocated for new housing
A planning application is made which assesses flood risk, but as the site has already been deemed 'acceptable' for development of housing, would the planning application be refused on the grounds of flood risk?
I think the answer is ?.
This could be an appropriate time to make a Legal Challenge as SBC have deferred this issue from The HLSMA assessment paper to The Planning Application stage ?
HLSMA assessment question: "does the land flood "without doubt the land floods.
For what other reason would it be within the Filey Flood Alleviation Scheme Plan,
This plan shows within site HA23 now HA24 bunds to protect the properties at Church Cliff Farm Area.
Another Example:
The HLSMA assessment asks the Question " is there sufficient capacity in the existing services?"
The HLSMA assessment answer was " there may be issues with WWTW capacity " but now it states yes (because someone at Yorkshire Water said we think there is enough capacity" - so don't actually do an assessment themselves or use common sense. Hmmm!

For this site we think that there are a number of critical issues which need detailed assessment.
So we don't understand how it can be considered appropriate to defer these critical issues to the planning application stage.
Back to - what is the point in having an assessment paper when questions at this stage are NOT answered fully and correctly?
If this is the case then the assessment paper is surely not fit for purpose?
Challenges should be made at Planning Application Stage.
